Legislative Branch of Town Government

At the Annual Town Election held on June 11, 2002, the voters approved a revised Town Charter. The new city form of Government which includes a Mayor and Town Council became effective on July 1, 2003. The Town Council consists of thirteen (13) members: four (4) "Councilors at Large" and nine (9) "Precinct Councilors" elected to represent each of the nine (9) voting precincts in Town. At the urging of the citizens, the Charter Commission chose to continue to refer to the "City of Greenfield" as "the Town of Greenfield."

History of Greenfield Government

The City of Greenfield was incorporated on June 9, 1753. The government functioned under the traditional Open Town Meeting form of government. In 1921, through a special act of the Legislature, the citizens adopted Representative form of government. Again in 1983, the voters approved a new form of Government under Home Rule Charter which included a five (5) member Board of Selectmen, Twenty Seven (27) Member Town Council, and Town Manager form of government.

Legislative Powers

The Town Council exercises legislative powers of the Town. Councilors vote on financial matters, Town and Zoning Bylaws, amendments to Greenfield's Home Rule Charter, review Mayoral appointments to multiple member boards, and the purchase and/or sale of town owned land.
